The Moscow Region Government signed contract for the implementation of AIS APRO
A large-scale step towards digitalisation of waste management
26 March 2025

The Moscow Region Government signed a three-year contract for the implementation of the Automated Information System «Automation of Regional Operator Processes» (AIS APRO). This is a strategic step aimed at creating a unified digital platform for all participants in the solid municipal waste management (SMW) sector, ensuring full transparency and reliability of information.
Today, the waste management industry faces serious problems: disparate information systems, lack of a single centre of accounting and control, difficulties in monitoring and reporting. The implementation of AIS APRO solves these problems by creating a single digital circuit that unites all industry participants - regional operators, transporters, authorities and other organisations.
AIS APRO - is the only solution on the market capable of providing comprehensive digitalisation of the entire waste management industry. Unlike existing disparate systems, AIS APRO creates a unified information environment, providing a full cycle of waste management: from fixing places of accumulation of solid waste to control over its transport and treatment.
Maria Chakhnina, General Director of A.PRO LLC Maria Chakhnina notes - «One of the undeniable advantages of AIS APRO, compared to other systems for automation of regional operators on the market, is the fact that APRO provides seamless, timely import of data into FGIS UTCO in accordance with the requirements of Order No. 919 of 26.12.2022 of the Ministry of Natural Resources of Russia. This allows the regional operator to significantly reduce labour costs for the transfer of primary data into FGIS UTCO, while meeting the requirements of the current legislation in full and in a timely manner».
The system makes it possible to obtain reliable data on all processes in real time, minimise errors and ensure transparency in the work of regional operators. This is the first product that guarantees full compliance with legislative requirements, including data transfer to FGIS UTCO and control over the implementation of the territorial waste management scheme.
All industry participants in the region will be supervised by the Ministry of Improvement and Cleanliness of the Moscow Region (MoC), which will ensure strict oversight of waste collection, transportation and utilisation processes.
Main functions and advantages of AIS APRO:
- Creation of a unified register of waste accumulation sites with the possibility of real-time monitoring.
- Maintaining a database of contracts with waste generators and automated accounting of charges.
- Control of accounts receivable, formation of debtors' registers and automation of claim work.
- Optimisation of routes for transporting solid waste to reduce costs.
- Integration with driver’s mobile application for photofixation of container sites before and after removal.
- Interactive mobile application for inspection of waste accumulation sites.
- Formation of route lists, monitoring of trips and their analytics.
- Automated data exchange between all industry participants.
Using advanced technologies - from artificial intelligence to geolocation and big data - AIS APRO ensures a high level of process automation and accurate accounting. All information is collected in one digital space, which eliminates disparate information, increases the manageability of the waste management system and ensures strict control over the fulfilment of regulations.
The most important advantage of AIS APRO is its scalability and flexibility. The system adapts to the needs of various industry participants and can be integrated with federal government platforms, which guarantees compliance with all regulatory requirements.
Expected effect from the implementation of AIS APRO:
- Increased efficiency of the regional operator due to digitalisation of all processes.
- Full transparency of waste movement and control over fulfilment of obligations.
- Reduction of waste transportation costs due to optimisation of routes.
- Avoiding errors and reducing the number of complaints due to the reliability of data.
- Quick interaction of all participants in the waste management sphere.
- Reduction in the number of unauthorised dumps and improved environmental safety.
The signing of a three-year contract demonstrates the importance of digitalisation of waste management. The implementation of AIS APRO will be a key step towards the creation of a unified information space that will ensure transparency, control and efficiency of waste management.
We are confident that this co-operation will lead to significant improvements in the industry and the achievement of national environmental goals. We thank you for your trust and look forward to fruitful joint work!
