The Big Three demonstrated ACS “BDSW” to construction complex of Tatarstan.
27 August 2021
Republic of Tatarstan is the first entity in Russia, which started using a systematic approach in restoring order in management of building, demolition, soil wastes field. The automated system of managing the building, demolition and soil wastes (ACS ‘BDSW’) will help in such situation.
The Ministry of ecology and natural resources of Tatarstan Republic held a meeting with representatives of all members of construction waste management field: the biggest construction organizations, processors and transporters, as well as with community association representatives of builders of Tatarstan Republic. Representatives of the Ministry of ecology of Tatarstan Republic clarified to the members of the meeting, that the implementation of the automated construction waste management system is a question of time, however the decision on entity level was already made. At the moment, the draft resolution of Cabinet of Ministers has been developed. It contains the regulation and requirements to the waste-generators, accumulation, transportation and treatment of construction waste.
The system will be piloted in Tatarstan in the near future. This is why during the meeting the work of ACS ‘BDSW’ was introduced in details to the enterprise representatives as an efficient tool for creating clear and explicit built system of constructure waste management and means of cooperation of all field members.
The system allows all field members to work in one planform and minimizes the search of suitable transporter and processor of wastes. To start working in ACS ‘BDSW’, you just need to authorize via GosUslugi. Those, who generate constructure waste, create in the system
a request for a particular amount of waste removal. Afterwards, automatically in the system, without any effort from property developer side, a competition on management of these wastes between processors and after – between transporters is held. And the wastes are transported by that person, which offered the lowest price. But at the same time the vehicle will not have an ability to dump the waste anywhere: the transport vehicles must be equipped with GLONASS systems. The drivers work and report on their results via a mobile application. If the drivers report is not created or there are no before and after photos, the system automatically highlights that route. The driver will be fined and thanks to the vehicle tracking it will be possible to trace its path. Therefore, the are no opportunities for gray schemes. When the vehicle brings BDSW on the facility, the wastes are being weighted and the weight information is immediately displayed in the system. So, ACS gives the transporters constant orders and loads the capacity of constructure waste management facilities. Overall, the system enables to track all life cycles of wastes for their appearance till utilization.
