The Moscow City Government has launched a new electronic service for waste accounting

A new online service has been launched in Moscow, which significantly simplifies the process of submitting data to the Consolidated Cadastre of Production and Consumption Waste. Now the capital’s nature management organizations can submit information electronically, which makes working with documentation more convenient and faster.
The new service was developed jointly by the Department of Natural Resources Management and the Department of Information Technologies of the City of Moscow on the basis of a Big Three product - the automated information system ‘Consolidated Cadastre of Production and Consumption Waste of the City of Moscow’ (AIS CCO). This solution will help businesses to significantly reduce time spent on document management and simplify the waste accounting process.
With the help of the new tool, entrepreneurs will be able to keep track of waste and generate reports without the need to use paper media. This is especially important for the Department of Nature Management, as one of its key tasks is timely and accurate assessment of the impact on the city’s ecology. To simplify the work of businesses, intuitive and user-friendly solutions have been created, which contribute to the reduction of operating costs.
The digital service will allow businesses not only to minimize paperwork, but also to comply with environmental legislation, facilitating the process of monitoring the environmental situation in Moscow. The changes came into force on September 1, 2024. From that time, the Consolidated Waste Cadastre for 2023 can be submitted both electronically and in paper form, and from 2024 - exclusively in electronic form via AIS SKO.
Entrepreneurs must submit the information by April 20 of the year following the reporting year. Also, the AIS SKO provides for the function of keeping an electronic waste log, which makes it possible to comply with the requirements of Order of the Ministry of Natural Resources of Russia No. 1028 of 08.12.2020 ‘On Approval of the Procedure for Accounting in the Field of Waste Management’. This functionality is provided to nature users free of charge and eliminates the need to purchase additional software.
In addition, in order to simplify the process, the AIS SCO has the ability to automatically generate a summary report for submission to the Consolidated Waste Cadastre of the City of Moscow, as well as a report on the form of federal statistical observation 2-TP (waste), which can then be submitted to the regulatory authorities.
